Abstract
We define the problem of modern education system - the question of reorganization of post-graduate level, the author consistently treats each of its stages, highlighting their specific nature. In addition, the text contains a description of the current state of the problem, identification of emerging trends and principles embodied in them. It attempts to determine the prospects for development of the system and their possible risks.
