Abstract
Article is devoted to supplying with employees regional industry clusters Astrakhan region. Revealed that to enhance human resource capacity of the cluster is necessary to provide training and retraining of specialists, to create conditions to attract personnel from other regions. The recommendations presented in this paper can be used in the formation of cluster policy in other regions of Russia.
