Abstract
The paper examines the main stages and the situation of aboriginal policy. The first stage of XVII - beginning of XVIII century .characterized by the collection of tribute , without interfering in the internal life of the indigenous population. Feature of the second phase of the beginning of XVIII - first half of XIX century . - Preservation of the socio- economic system of tributaries with limited free contacts with the Russian population , a focus on traditional farms hunting . The second half of XIX - early XX centuries . - The pursuit of economic , administrative, cultural unification of indigenous peoples with the majority of the population , aimed at the destruction of the socio- economic specificities.
