Abstract
In the article the process of formation of local antiaircraft defense system of Lower Volga Area in the period of the Great Patriotic War is considered. The role of local authorities, first of all municipal committees of defense, in its formation is noted. The role of staffs and the MPVO divisions in the organization of defense of the cities of Lower Volga Region in the period of the Battle of Stalingrad is shown.
