Abstract
The article discusses the main principles and approaches of Confucius to the implementation of good governance, which is possible only through a perfect ruler, with a «five virtues». The teachings of Confucius - one of the symbols of the transition from the tribal structure of society (Shang) to the state (Yin) when there is a need to adapt traditions to a new management system. On the basis of comparative analysis of the principles and purposes of administration in legalism and Confucianism concluded that Confucianism is a doctrine aimed at the improvement of management in the tribal organization of society, and fundamentally unacceptable for any form of state mechanism
