Abstract
This article discusses the work of Russian academics to the study of the Institute of the separate state powers transferred to local governments. The relevance of this topic stems from the fact that the current municipal reform is still far from perfect and requires a number of further change and improvements. This applies in particular to the Institute of certain state powers delegated to local governments. Based on the analysis of Russian theses of candidate of legal Sciences shared conclusions involving municipal legislation in this sphere and of a recommendatory nature for future changes in the municipal law of the Russian Federation.
