Abstract
Federal intervention into the regulation of drugs’ circulation began in the format of supporting the efforts of individual states and reflected similar concerns about the social groups who use specific drugs, but not about drugs as such. Act about the purity of food and drugs has not imposed a ban on any substance, on the contrary, it only demanded that specific products containing hazardous or addictive drugs, were marked with appropriate labels for a broad public awareness. This measure was out of the ordinary step of a consumer protecting federal law, under the influence of the American progressive movement.
