Abstract
In this article, the author identifies the similarities and differences of the development of the presidency under Vladimir V. Putin and D. A. Medvedev, noted that the stability of the political structure of Russia was closely reported with the strength of the presidency, with the existing consensus among political leaders. The author shows that initial differences in the policy of both leaders there.
