ON THE PROBLEM OF “RESPONSIBLE GOVERNMENT”: NEGOTIATIONS ON THE INCLUSION OF PUBLIC MEN IN THE COUNCIL OF MINISTERS IN JULY 1906

Abstract
This paper deals with an aspect of the problem of relations building between different state institutions of “Duma monarchy” period. It is one the first episodes of history of future “responsible government” problem, namely an attempt of the Council of Ministers at calling public men to work in the government. Negotiations on this problem were started on the purpose of settling the government and the extremely oppositional I State Duma relations. When it became impossible and the I Duma was dismissed, the negotiations got the new goal: finding a common language with a political public on the whole and providing of opportunity of co-operative work of the government and the future II Duma. This paper deals with this “after-Duma” negotiations part. We retrace these negotiations and analyze the causes of its ineffectiveness.
