Abstract
The article is devoted to the issue of developing system approach to intercultural competence forming. The problems connected with the attempts of developing different ways to form intercultural competence for different educational levels are described, and the causes of the problems are analysed. The article proves the necessity of developing system approach to intercultural competence forming, starting with early childhood and covering various areas of children’s activity.
