Abstract
This article examines the evolution of methodological approaches and principles of management of innovative potential of multi-level socio-economic systems. That Alleged, innovation potential of the economy depends on the scientific, resource-material, technological and economic potential of the economic system. The main actors influencing the innovation capacity, are the innovators, investors, government and society. Their role is to ensure interaction between the components of innovative capacity, they act as connecting links. Management of innovative potential of the multi-level system is of particular relevance due to the increasing competition of socio-economic systems.
