Abstract
In the article the concept of the term "governance". Any process and the phenomenon has its history. This refers to the phenomenon of "control", which appeared before the formation of the state as a result of collective purposeful activity of people.
The authors give a presentation about the history of the "control" of the Institute in the world, and give examples of the concepts of various schools and trends of this phenomenon.
