Abstract
In the article the question of the relationship between concepts such as "government" and "public (political) power" and given their characteristics. The study concluded that the state acts as a kind of public (political) power, which carries out the powers of the people, government agencies and officials on the basis of the rule of law, including the possibility of legitimate coercion.
