Abstract
The article shows that taken by the criminal law, administrative and other measures to eradicate corruption is insufficient, if society lacks the internal values controls. Currently there is a gap between the articulated anti-corruption regulations and the demonstrated actual values of the Russian bureaucracy, which operates on the basis of the double moral standards. The main problem lies in the fact that the presence of interactions perceived corruption in the public mind as a natural state of affairs. Formation of high moral consciousness, ethical immunity to corrupt behavior occurs in the socialization process, where the leading role is played by the education system. Therefore we can not neglect the pedagogical means in the fight against corruption.
