Abstract
By the mid-nineteenth century through the administrative structures of the state was involved in the city life, directly and indirectly regulating all spheres of urban life. The position of 1870 was designed to take into account the transformation of the socio-economic urban life, Alexander II was intended to provide the residents of the cities themselves actively participate in the management of the farm. The relevance of the study dictated obvious modern analogies, in conditions when functioning grassroots system administration is of paramount importance for the effectiveness of the state apparatus and for normal life of citizens of the cities.
