Abstract
The article is devoted to the problems of the process of formation of the regulatory framework to regulate the activities of monitoring the functioning of the domestic prison system during the nineteenth century the analysis showed that the formation of the legal basis of control activities in the sphere of execution of criminal punishments in Russia in the studied time frame occurred in stages, and was associated with the major stages of the implementation of the penal reforms of the nineteenth century.
