Abstract
The article discusses civil dialogue between civil organizations of victims affected by the Chernobyl accident and the authorities, as a tool that allows to create conditions for free and constructive exchange of information in society. The analysis of the depth expert interviews with representatives of civil organizations of victims affected by the Chernobyl accident and the identification of key issues and concrete steps towards this dialogue.
