Abstract
The article is devoted to the underexplored in the Russian legal science to the public, the state and the legal system in Sumer. Analyzes the structure of Sumerian society, especially the state apparatus, the specificity of Sumerian law. Conclusions are made about the fact that the concept of Oriental despotism to Sumer applicable not fully; the right of Sumer for its time it was pretty developed.
