Abstract
The article reveals the influence of the clergy and the society of Muslim progressives on the development of primary education Tatars in Tyumenand Tobolsk beginning of the twentieth century. The author focuses on the interaction of Muslims with the local government on the issue of opening the schools. Reveals the difficulties associated with the development of the Charter of the Muslims, as the Directorate of public schools in the Tobolsk province was trying to influence the formulation of the document, revealing the peculiarities of the activity of the company in relation to the opening of schools.
