Abstract
The article studies the difficulties of introduction of teh new level of higher education - magistracy which arise at branch system of higher education institutions of culture and art . There are analyzed both factors of supranational order, and the Russian features of work of system of the higher education. Besides it reveals problems following from the special status of branch higher education institutions of culture and features of the legislation available in this regard.
