AbstractThe article analyzes the problem of elaboration and attempts of implementation of foreign policy doctrine by Russian liberals of the early twentieth century in the interpretations of Anglo-American historiography. The article throws the light on such aspects of the problem as: the assessments given by the Anglo-American historians to Russian foreign policy priorities in opinion of Russian liberal parties (Cadets, Octobrists, Progressists), of Russian liberal leaders (P.N. Miliukov, P.B. Struve, A.I. Guchkov and others); to Russian liberals' and the representatives' of Tsarist regime relationship on foreign policy issues; to the impact of World War I on the foreign policy of Russian liberalism; to attempts of implementation of the liberal foreign policy by Minister of Foreign Affairs in Provisional Government P.N. Miliukov etc.
