Abstract
The article assesses the existing methods of financing the construction of tenement houses, schemes purchasing dwellings and the necessity of creation of Fund of social apartment buildings in St. Petersburg, assesses the existing mechanisms of formation of the rental Fund, determines legislative changes necessary for the successful development of rental housing and the construction of dwelling houses.
