Abstract
The article deals with the official policy of Russian authorities in relation to a prisoner of war of World War I on the materials of the province of Tobolsk.
Analyzed extensive range of archival and published sources. Continuing the overall national pan-Slavic policies by local authorities, mainly mitigation measures content trying to win the sympathies of the Slavic contingent of prisoners of war or even win him over to their side.
