Abstract
In this article the author tries to prove the idea that the cornerstone of his reform October 1550, the king laid - creation of испомещенных nobles and knights «Pro-lobby» on the ground, capable to carry out and defend these counties and parishes of the Moscow state the appropriate policy A.F. Adasheva and Ivan IV. Below analyses suggests they failed to implement the plans. Since autumn 1550, the reform had not been affected by the foot of the pyramid of power.
