Abstract
This article is devoted to the study of such a form associations of individuals at the place of residence, as a territorial public self-government. On the basis of the data of the municipal formation «Kirov City» the author found that the association of territorial public self-government are a source of social capital, systematized structure and forms of associations presented their relationship with the associations of proprietors of habitation. The article generalizes the works of well-known sociologists and economists on the problems of social capital.
