Abstract
The article analyzes abilities of different Russian official bodies governing the sphere of Catholic Church communities’ activity (first of all – function of Petersburg Catholic parish) in the 18-th century. The author concludes that till 1770-th years in Russia were no determinate legal mechanisms of conflicts’ regulation in Petersburg parish. In 1769 Russian Government has given to the Petersburg Catholic Church a special «Reglament» (The Order) and has subordinated this Church to the Belarus Roman Catholic hierarchy. This arrangement has abated connections of Petersburg Catholics with Rome; however it stabilized their legal status and it has led to raising the importance of parish in social and political life in Russia.
