Abstract
The conditions of economic growth and changes in strategy to improve the quality of life. Highlighted as the coldest country in the world, especially Russia has to be rationalized use of natural resources. It is recommended to strengthen the use of renewable resources, including annually reproducible biomass of the Earth. It is noted as the most important source of development, the role of water in economic growth.
