Abstract
Analyzes the causes of ineffectiveness of grass-roots management in the country. Discusses ways of solving problems through a system of accompanying training of management skills, development of bases of functional cost analysis (FCA) systems, the theory of inventive problem solving (TRIZ) and theory of creative personality development (ТСРD), including patterns of development teams.
