THE STATE EVOLUTION AS A SOCIAL SYSTEM

Abstract
The state, as well as other social systems, is constructed of rather uniform "bricks" - only from people. The general purposes of the state is the self-preservation (self-reproduction) and self-affirmation. However the general purposes practically each person are the same. Therefore among themselves specific goals (interests) of various people inevitably conflict; purposes of the various states; purposes of this state and purpose of people. Permission of these contradictions also leads to state evolution. Social progress of the state can be characterized as "harmonization" of interests of the state and rather most part of people – the number of people with positive (subjectively understood) "balance" of the rights and duties thus increases. Contrary to it, social regress is a reduction of number of people with positive "balance" of the rights and duties. Expansion of volume of the rights of one group of the population is reached, as a rule, at the expense of reduction of volume of the rights of other groups. Therefore social progress and regress as a whole represent result of averaging on all groups of the population. In the history of almost each state there were periods of social progress, relative stability, social regress.
